Job Description

The Program Manager (PM) is a leader who is responsible for the successful execution of multiple programs at ATA. They must be self-motivated and able to build cohesive, productive multi-disciplinary teams to solve complex, technical problems. The PM must thrive in a fast-paced, problem filled environment and have the good judgment to make decisions quickly. They must be skilled at delegation, adept at resolving conflict and love budgets / schedules.

Essential Functions: 

  • - Lead the successful execution of programs holding frequent team meetings to establish

  • - Cooperate with Principal Investigator (PI) / Chief Engineer to achieve technical goals.

  • - Analyze data quickly to make decisions that solve problems.

  • - Delegate authority to maximize span of control and minimize bottlenecks.

  • - Resolve conflict to establish effective teams.

  • - Develop, update and communicate budget, schedule, technical status and program risk.

  • - Act as primary point of contact for customers, teammates and suppliers.

  • - Understand all financial aspects and nuances of the program.

  • - Deliver fee at or greater than the program negotiated level of fee.

  • - Maintain an annual time-sold level >75%.

  • - Make 100% of deliveries on time.

  • - Maintain a high level of customer satisfaction conducting periodic customer telecons
      and face-to-face Program Management Reviews (PMRs).

  • - Identify and capture new contracts that support the Business Unit (BU) profit and loss (P&L)

  • - Write winning proposals.

  • - Foster good corporate citizenship by working with Group Leads and Senior Leadership
      to develop a high-level of enthusiasm and esprit de corps across the ATA enterprise.

  • - Understand the different types of contract vehicles (cost plus fixed fee (CPFF), firm fixed
      price (FFP), time and material (T&M), etc.) and how to successfully execute each type.

  • - Possess organizational skills and attention to detail.

  • - Train continually to maintain high level of program management proficiency.

  • - Conduct internal and customer kickoff meetings to document all phases of program execution.

  • - Implement established policies, processes and procedures to safeguard classified information.

  • - Manage all purchases and establish property control procedures.

  • - Establish configuration management plan and track engineering change orders (ECOs).

  • - Identify and document intellectual property (IP) using patents and trade secrets in coordination
      with Group Leads and Senior Leadership.

  • - Bachelor’s degree or equivalent in a technical, business, or financial discipline

  • - Five years of leadership and management experience

  • - Ability to obtain and maintain a U.S. DoD security clearance


  • - Master’s degree or equivalent in a technical, business, or financial discipline

  • - 8 Years of leadership and management experience

  • - PMP Certification desired
